The movement to abolish the death penalty has been growing, with new states enacting moratoria every year. That movement is now under attack. Wisconsin has had no death penalty since 1853. This fall, that may change. Wisconsin's voters will be asked if the death penalty should be enacted for cases involving a person who is convicted of first-degree intentional homicide, if the conviction is supported by DNA evidence.
